Spray arms and the diverter — when one rack cleans and the other doesn't.
Each rack has its own spray arm. If an arm's holes clog with scale or debris, or a tall item blocks the arm from spinning, that rack won't get cleaned — classic "top rack fine, bottom rack dirty" (or the reverse). Pull each arm, clear the holes with a toothpick, and confirm it spins freely.
